David serves as the Section Head for the Walmart U.S. Supply Chain Legal Team. In his role, he leads a team of attorneys and professional staff providing legal support, advice, and counseling to the Supply Chain Division of Walmart U.S. David’s team provides primary legal support to business client groups in the areas of Distribution and Warehousing Operations; Compliance, Safety and Asset Protection; Central Operations—including Maintenance, Contract Administration, Contract Procurement, and Performance Management; Supply Chain Services—including Engineering, Systems, and Project Management; Reverse Logistics; Sustainability; and Merchandise Flow. The team also supports Walmart Transportation— including Private Fleet Operations; Compliance and Safety; Carrier Relations; and Contracting and Procurement of third-party transportation services. Areas of responsibility also include handling of cargo damage and loss claims, as well as freight payment claims.
David’s career has included positions with the federal government, at large law firms, and in corporate legal departments. After obtaining a J.D., he immediately pursued an LL.M. in Environmental Law in Portland, Oregon. David began his professional career with the United States Environmental Protection Agency (USEPA) at its Washington, D.C. Headquarters, where he served as a staff attorney in the Office of Enforcement’s Superfund Division. He was subsequently chosen to support the start-up of the Office of Multi-Media Enforcement. Following his federal government service, David moved into private practice with the law firms of Shook, Hardy and Bacon, P.C., in Kansas City, Missouri; Gardere, Wynne, Sewell in Dallas, Texas; and McAfee & Taft in Houston, Texas. He left private practice to go in-house with Waste Management, Inc. in Houston, before joining his current employer—Walmart Inc., in Bentonville, Arkansas.
