Abigail E. Cotterill Profile Image

Abigail Cotterill's practice focuses on international trade compliance and enforcement matters involving export controls, economic sanctions, and the Foreign Corrupt Practices Act (FCPA). Ms. Cotterill counsels clients on the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), and the various regulations issued by the Office of Foreign Assets Control (OFAC). She has created custom economic sanctions compliance policies and procedures, performed internal audits, and represented clients in front of the Departments of State and Commerce in commodity jurisdiction and classification requests. She also has experience investigating potential violations of the ITAR, the EAR, and U.S. sanctions regulations, including the Iranian Transactions and Sanctions Regulations and OFAC's Ukraine/Russia-Related Sanctions Program, and in drafting voluntary disclosures.

In her FCPA practice, Ms. Cotterill has conducted internal investigations and third party due diligence in emerging markets in Latin America, Africa, and Asia. She has drafted anticorruption compliance policies, procedures, and training materials, and advised on the development of effective anticorruption audit programs for multinational companies.

Prior to joining Miller & Chevalier, Ms. Cotterill served as a legal intern to the Honorable Mary Ellen Coster Williams at the United States Court of Federal Claims. At Duke University School of Law, Ms. Cotterill served as the Symposium Editor for the Duke Journal of Comparative and International Law. Before law school, she worked as an English teacher in Ankara, Turkey.
