Xavier Baker is a partner in Crowell & Moring, LLP’s Washington, D.C. office and is a member of the firm’s Healthcare Group. He focuses his practice on helping clients avoid entanglement with the complex and ever-changing web of regulations impacting the health care industry. He counsels managed care organizations, pharmacy benefit managers, and care coordination organizations on regulatory and transactional issues as well as internal investigations and litigation.
In addition, Xavier has an active pro bono practice focusing on both providing legal services to asylum seekers and on using his health care background to support pro bono causes. Xavier has provided health care policy analysis on a diversified set of public policy initiatives to combat pediatric asthma in Washington, D.C. He also co-authored an amicus brief cited by the majority in Whole Woman’s Health v. Hellerstedt, 579 U.S. ____ (2016) on behalf of interested health care provider professional organizations.
Xavier serves on the board of directors of McClendon Center, a nonprofit behavioral healthcare provider that serves underserved communities in Washington, D.C. He also is a mentor to law students and junior attorneys in the Hispanic Bar Association of D.C.’s mentoring program. Xavier also is the American Health Lawyers Association Payers, Plans, and Managed Care Practice Group’s Vice Chair for Research and Website.
