I was born Rachel Perez, the only daughter of Jorge Emilio Perez and Julia Rodriguez. Although my parents were not college educated they taught me the value of hard work and the importance of education. While attending Harvard University, I managed a dry cleaning and laundry business through an organization called Harvard Student Agencies. The nonprofit organization provided Harvard students, including myself, hands-on business education. In my role as Manager of HSA Cleaners, I managed every aspect of the business, including development of a budget and business plan, hiring, training and firing of employees, marketing, and customer service. I earned my bachelor of arts from Harvard in 1999.
After college, I worked at several start-up companies in project management roles. I found that my learning curve in each of these jobs was steep for the first six months and then plateaued. In 2001, I decided to apply to law school, in hopes that a legal career could offer me continual intellectual challenges. In 2002, Albany Law School accepted my application for admission and offered me a scholarship to attend their institution (my husband and I resided in Albany at the time). During law school, I was an Associate Editor for the Albany Law Review, a Teaching Assistant for Introduction to Lawyering, and Secretary of the Latino Law Students Association. I also clerked at Hiscock and Barclay (now Barclay and Damon), where I worked as an associate for about a year after law school. I graduated valedictorian of my class at Albany Law School in 2005.
After law school, I remained in Albany and have been active in the community. I was a member of the 2010 Tech Valley Leadership Program, selected for Albany Business Review’s 40 Under 40 in 2012, and I served on the Board of Shaker Ridge Country Club for eight years, which culminated in my being elected the first female Board President in 2013. I currently serve on the Board of the Capital District Black and Hispanic Bar Association.
I am currently a partner at Drinker Biddle & Reath, in the firm’s Health Care Practice Group. I counsel health care systems, hospitals, physicians and physician practices on regulatory, compliance and transactional matters. I assist my clients in developing the proper legal structures to implement their hospital-physician alignment strategies, including professional service arrangements, employment agreements, co-management contracts and captive professional corporation vehicles.
In my free time I enjoy golfing, traveling and spending time with my family.
